The project focused on referral to treatment of people who use drugs detained in Vilnius Romani settlement. The referral would be issued by police officers as per agreement with Republican Centre for Addictive Disorders (RCAD). Vilnius City Municipality financed the enrolment of people referred and thus provided the opportunity for people who did not hold social insurance to receive addiction treatment services.
People referred to Vilnius branch of Republican Centre for Addictive Disorders received addiction treatment services, including psychosocial counselling. Patients tested for HIV, viral Hepatitis C and Tuberculosis and were referred to further treatment of the infections. Stabilised patients, supported by their case managers, registered with the Employment Office and acquired social insurance.
